A federal judge in the United States has ordered the Trump administration to release billions in foreign aid that had been approved but frozen last month, as reported by multiple media outlets.
On his first day in office, President Trump halted most U.S. foreign aid funding to review it for adherence to his “America first” policies. This decision is part of a broader initiative aimed at curbing wasteful government expenditures.
District Judge Amir H. Ali initially issued a temporary restraining order on February 13, requiring the administration to release funds associated with loans and contracts that had been put on hold by presidential authority. During a subsequent hearing last week, government lawyers contended that the administration was adhering to the TRO, asserting it had the latitude to cancel and suspend contracts under review.
In a phone hearing on Tuesday, Judge Ali indicated that the administration had not demonstrated compliance with the TRO. He mandated that the Trump administration disburse foreign aid funds to grant recipients and contractors by 11:59 p.m. on Wednesday night, according to a report by Reuters.
The plaintiffs in the case, comprising NGOs and companies that hold government contracts, argue that they have been forced to lay off staff, terminate programs, and face the risk of shutting down completely due to Trump’s freeze on aid. The NGOs claim they have been denied tens of millions of dollars from the State Department and the U.S. Agency for International Development, which are key avenues for funding political initiatives abroad.
USAID, which allocates approximately $40 billion annually for foreign assistance, has been one of the primary targets for efficiency efforts led by Trump and his government efficiency advisor, Elon Musk.
Both Trump and Musk have criticized USAID, alleging it is plagued by corruption and advocating for its dissolution.
