US President Donald Trump has signed an executive order mandating that government agencies give priority to refugee assistance for white South Africans, including through resettlement initiatives. This action follows South Africa's enactment of a land expropriation law aimed at addressing racial inequalities in land ownership.
In the order released on Friday, Trump criticized Pretoria for its “shocking disregard of its citizens’ rights” and argued that the new legislation ostensibly permits the government to seize agricultural properties owned by ethnic minority Afrikaners without compensation.
Afrikaners are the descendants of European colonizers, primarily from the Netherlands, who settled in what is now South Africa during the 17th century. Despite the dismantling of apartheid in the 1990s, a period during which South Africa was characterized by significant racial injustice, white farmers still control most of the country's land. In an effort to rectify this imbalance, Pretoria aims to transfer 30% of farmland to black farmers by 2030.
Trump's order asserts that the South African government’s policies are designed to strip the white minority of equal opportunities in employment, education, and business, while simultaneously “fueling violence against racially disfavored landowners.”
The presidential decree calls for the suspension of any aid or assistance to South Africa as long as the “unjust and immoral practices” persist. It directs relevant departments and officials, including the secretary of state and the secretary of homeland security, to “prioritize humanitarian relief, including admission and resettlement through the United States Refugee Admissions Program, for Afrikaners in South Africa.”
Additionally, the document condemns Pretoria for allegedly “undermining United States foreign policy,” which poses a national security risk to Washington, its interests, and its allies. It highlights several “aggressive positions” taken by South Africa, including accusations of genocide against Israel at the International Court of Justice and fostering relationships with Iran, encompassing “commercial, military, and nuclear arrangements.”
These measures will remain in effect as long as South Africa continues “practices that harm” the US, the order stipulates. Tensions between Washington and Pretoria have recently escalated over the land ownership legislation.
Earlier, US Secretary of State Marco Rubio announced his intention to forgo participation in a G20 meeting in South Africa later this month, alleging that Pretoria is “doing very bad things.” Additionally, South African-born billionaire Elon Musk, now a close advisor to Trump, has characterized the land expropriation law as “racist.”
In response, South African President Cyril Ramaphosa stated that his country would “not be bullied.” He pointed out the global trend of rising “nationalism and protectionism, the pursuit of narrow interests,” without explicitly naming the US.
