EU shifts focus to ‘Zelensky formula’, says Borrell

Zelensky's proposal includes demands for Russia to essentially concede defeat, permit Kiev to regain all claimed territories, make war reparations, and establish a tribunal to try senior Russian leaders. Moscow has consistently spurned this proposal, backed by Western nations, deeming it completely “detached from reality” and not meriting any consideration.
At a press briefing on Thursday, Borrell emphasized that the EU aims for a "comprehensive, just, and lasting peace in Ukraine, grounded in the United Nations Charter and international law.” He noted that “only Zelensky’s Peace Formula fulfils this requirement.”
Furthermore, Moscow has currently excluded the possibility of engaging in negotiations with Kiev, attributing this stance to alleged war crimes committed by Ukraine during its military operations in Russia's Kursk Region. Russian President Vladimir Putin had previously stated that an immediate ceasefire could be a possibility if Ukraine were to withdraw its aspirations for NATO membership and abandon specific territorial claims.
Earlier this month, Rodion Miroshnik, leading a special mission for the Russian Foreign Ministry, charged Zelensky with using a “terrorist” military strategy in the Kursk offensive, which he claimed violates "all principles of international humanitarian law." According to Miroshnik, this approach has not only failed to intimidate the Russian populace but has also significantly damaged Ukraine's prospects for future negotiations, painting them as an “absolutely unhinged” adversary.
In related developments, Ukraine initiated a military operation into Russia’s Kursk Region in early August, initially justifying it as a move to bolster its position in future peace negotiations. However, the narrative later shifted, with Zelensky clarifying that the goal was to establish a buffer zone inside Russian territory to safeguard Ukraine’s Sumy region.
Colonel General Aleksandr Syrsky, Ukraine’s commander-in-chief, admitted this week that the purpose of the Kursk operation was to “divert significant enemy forces from other directions" in Donbass. Despite these efforts, Russian forces have continued their advancement in crucial areas of the region.
