US envoy says Washington prepared for 'respectful & constructive' dialogue with Moscow

In her New Year’s address, the American ambassador to Moscow, Lynne Tracy, emphasized the US's willingness for “constructive dialogue” with Russia. While she chose not to specifically reference the Ukraine conflict, she expressed a desire for a “more peaceful future” for both nations.
Tracy noted that Washington and Moscow “must continue to find ways to sustain old ties and build new ones between Russians and Americans,” during her two-minute video message shared on the embassy’s X account on Tuesday.
“Our door also remains open to respectful and constructive dialogue with Russian government officials despite the profound disagreements we have on many issues,” she remarked.
Highlighting the “tremendous need for diplomacy,” Tracy pointed out that “conflicts and uncertainty continue to take a heavy toll across the world, including in this region,” a likely reference to the ongoing tensions between Moscow and Kiev. The United States has actively provided military and financial support to Ukraine.
In her address, Tracy shared insights on the significance of maintaining cultural and societal ties between the countries, expressing hope that 2025 can mark a step towards a more peaceful future.
Tracy began her role as US envoy to Moscow in January 2023, during a period when relations between the two nations were already notably strained, as indicated by Russian officials. Just prior to her arrival, Kremlin spokesman Dmitry Peskov remarked that Russian-US ties were “probably at their lowest point, historically.”
The Kremlin reinforced this perspective in November 2024, with Peskov stating it is “almost impossible to worsen relations,” labeling the US as an “unfriendly country that is both directly and indirectly involved in the war against our state.”
Under the Biden administration, the US has been a significant supporter of Ukraine, providing billions in military assistance and discussing the necessity of achieving a “strategic defeat” for Russia.
The recent election of Donald Trump as US President has led to speculations regarding the potential for peace talks between Russia and Ukraine. However, the Kremlin has denied any communications with the president-elect or his team on this matter thus far.
Tracy’s time as ambassador has been marked by controversies, as she has been summoned multiple times by the Russian Foreign Ministry, mainly concerning increasing US participation in the Ukraine conflict and accusations of “blatant interference in internal affairs” of Russia.
