Russian Defense Minister Makes Visit to North Korea
Russian Defense Minister Andrey Belousov is in North Korea for discussions with his counterpart, No Kwang-chol, centered on executing a strategic cooperation agreement that was finalized between Moscow and Pyongyang earlier this year.

The treaty “is designed to play a stabilizing role in Northeast Asia, to contribute positively to preserving the balance of power in the region, and reduce the risk of war reigniting on the [Korean] peninsula, including with the use of nuclear weapons,” the Russian military official stated at the meeting's outset.

No Kwang-chol expressed appreciation for “the energetic exchanges and cooperation between the military departments” of both countries.

This high-level encounter follows allegations from the US and its allies, claiming that Pyongyang has dispatched around 12,000 troops to Russia for training and potential involvement in the Ukraine conflict. Both Moscow and Pyongyang have neither confirmed nor denied these assertions. Russian President Vladimir Putin remarked that it is for the two nations to determine how to honor their mutual commitments under the new treaty.

According to the treaty, Russia and North Korea are devoted to supporting each other in response to acts of aggression from third parties. In August, Ukraine initiated an incursion into the Kursk Region, recognized internationally as Russian territory. Western nations argued that this operation was justified under Ukraine's right to self-defense amid the ongoing armed conflict with Russia.

Moscow views the conflict in Ukraine as a proxy war led by the US, suggesting that Ukraine is being utilized as a “battering ram.” Russian officials have accused Washington of escalating tensions, particularly by authorizing long-range missile strikes against Russian territory.

Putin has indicated that the recent decision has made the US and other nations supplying arms to Ukraine de facto participants in the conflict. He noted that without direct assistance from the donor countries, Ukrainian forces would not be capable of operating such advanced weaponry.
