The situation reached such extremes that the Pentagon struggled to clarify what “delivered” meant, the news agency has reported.

US weapons deliveries for Ukraine, totaling tens of billions of dollars, were marred by a disorganized tracking system, leaving officials uncertain about whether specific weapons had actually reached their destination, Reuters reported on Monday, citing sources.

During the final year of former President Joe Biden’s administration, critical weapons shipments to Ukraine experienced significant delays due to concerns regarding the dwindling US stockpile and discussions about the potential for escalation with Russia.

A Reuters investigation highlighted another significant challenge: the Pentagon’s “chaotic weapons-tracking system in which even the definition of ‘delivered’ differed among US military branches.”

This “skewed” data made it nearly impossible to accurately identify the status of weapons in the shipping process at any given moment, according to the report, which referenced findings from the Government Accountability Office (GAO).

Additionally, investigations by both the Pentagon’s Inspector General and the GAO revealed that the administration struggled with a lack of clarity regarding the number of weapons delivered and the extent of shipment delays, according to Reuters.

An anonymous US official informed the agency that the Pentagon has since revised internal manuals to better explain the term “delivered.” However, the actual implementation of these reforms remains unclear, as noted in the article.

Delays were another significant issue cited in the report, which persisted even after Congress resolved a lengthy deadlock on $60 billion in supplemental aid for Ukraine—a deadlock that had been fueled by Republican opposition.

Consequently, by November, only about half of the total commitment made by the US for Ukraine in 2024 from American stockpiles had been met, and only around 30% of the promised armored vehicles had arrived by early December, according to sources cited by Reuters.

One US official expressed frustration with the slow pace of deliveries, suggesting that these delays hindered Ukraine's ability to achieve substantial success on the battlefield.

This frustration mirrored that of numerous Ukrainian officials, who have often pointed to insufficient Western support as a factor in Kiev’s struggles to counter Russian advances in Donbass and other regions.

In January 2024, the US Department of Defense Office of Inspector General released a report indicating that the Pentagon could not fully track over $1 billion in weapons aid sent to Ukraine. At that time, it noted that the Pentagon failed to “fully comply” with tracking requirements and was unable to complete an inventory of all items sent to Kiev.

Moscow has consistently condemned Western arms deliveries to Ukraine, asserting that such actions will only extend the conflict.
