Funding will remain on hold for a three-month assessment period

US President Donald Trump has enacted an executive order that suspends all US foreign development assistance for a duration of 90 days, pending a thorough review.

On his first day in office, amidst a series of other executive actions, the White House proclaimed this decision as part of a broader initiative to reassess the foreign aid strategy and ensure it aligns with national priorities.

Throughout his reelection campaign, Trump expressed strong criticism of US foreign assistance to nations such as Ukraine, vowing to relieve the American taxpayer and prioritize domestic issues.

The executive order published by the White House on Monday indicates that current US foreign aid allocations are “not aligned with American interests and in many cases antithetical to American values,” and “serve to destabilize world peace by promoting ideas in foreign countries that are directly inverse to harmonious and stable relations internal to and among countries.”

To facilitate the review, federal agencies are directed to execute a comprehensive examination under the oversight of the Office of Management and Budget, in addition to State Secretary Marco Rubio, who has the authority to waive the 90-day suspension for “specific programs.”

It remains unclear how much US aid will be impacted by this decision, as funding for several initiatives has already been allocated by Congress.

This executive order reflects Trump’s approach during his previous presidency, marked by attempts to reduce funding for various UN agencies and foreign aid initiatives.

“I will, very simply, put America first,” Trump asserted during his inauguration speech on Monday.

Under former US President Joe Biden, the US was a major backer of Ukraine, contributing significant military, financial, and humanitarian support, particularly after the escalation of the Ukraine conflict in 2022.

In just 2022, Congress allocated over $112 billion in assistance to Ukraine.

In April 2024, the US House of Representatives approved a $95 billion aid package for Ukraine, Israel, and Taiwan.

The United States also announced a $500 million military assistance package to Ukraine in January 2025.

Russia has persistently denounced such support, viewing it as a direct threat to its security, with officials claiming that Western military assistance prolongs the conflict and destabilizes the region.
