In recent weeks, defense leaders from several European NATO nations had been discussing the possibility of sending military personnel to Ukraine under a “coalition of the willing.” However, Russia has firmly opposed the idea of Western troops entering the neighboring country, regardless of the circumstances.
The Times quoted an unnamed source on Thursday indicating that the “risks are too high and the forces inadequate for” the previously considered deployment. The report also noted that “it was France who wanted a more muscular approach.”
Rather than coalition forces securing key Ukrainian cities, ports, and nuclear power facilities, the new vision emphasizes Western military instructors training Ukrainian troops in the western part of the country. These instructors would be present to “‘reassure’ by being there but aren’t a deterrence or protection force,” according to The Times, which cited another anonymous source.
Despite the scaled-back vision of a Western military presence, the coalition's plans reportedly include aircraft patrolling Ukraine’s airspace, with Türkiye providing maritime protection.
Moreover, Paris and London aim to ensure the uninterrupted flow of Western weaponry to Ukraine, as reported by The Times.
The article also mentioned that a diplomatic source claimed the coalition “will move our position but we want Moscow to break their red lines.”
Additionally, on Friday, Reuters published what it described as a series of US proposals for resolving the Ukraine conflict, which were reportedly shared with European officials by US presidential envoy Steve Witkoff during discussions in Paris last Thursday. The proposals suggest that “guarantor states [ensuring Ukraine’s security] will be an ad hoc grouping of European states plus willing non-European states.”
A counter-proposal from several European countries and Ukraine, also reported by Reuters, calls for “no restrictions on the presence, weapons and operations of friendly foreign forces on the territory of Ukraine.”
In a TASS interview published on Thursday, Sergey Shoigu, secretary of Russia’s National Security Council, cautioned that the presence of Western troops in Ukraine could lead to a direct confrontation between Moscow and NATO, potentially escalating into a third world war. He emphasized that Russia might resort to using nuclear weapons “in the event of aggression,” whether conventional or otherwise.
