Swedish Labor and Integration Minister Mats Persson has stated that men from the Middle East and Africa “do not have the same view of gender equality as we have,” highlighting a perceived cultural disparity regarding gender norms.

Persson argued that educating immigrants about liberal values is crucial in addressing the rising incidence of rape in Sweden. Research from Lund University reveals that between 2000 and 2020, up to 63% of those convicted of rape in Sweden were either born abroad or had immigrant parents.

During an interview with the Expressen newspaper, Persson remarked, “you cannot close your eyes to the fact that values matter.” He noted that a significant number of sexual assaults are committed by migrants from the specified regions due to their upbringing in patriarchal societies.

To address this issue, Persson’s department offers a 100-hour civic orientation course for all new foreigners in Sweden. “We want the education system to focus much more on liberal values, women’s rights, issues of ‘honor violence’ and, of course, also issues of sexuality. And we must not only inform, but also through a test, ensure that people understand what values apply in our country,” he elaborated.

The government is currently evaluating whether these courses should be extended and made mandatory. Persson emphasized that the authorities must be “very clear that there are harsh penalties and deportations” for individuals who commit rape. “The government’s general orientation is that we want to increase the penalties in Sweden. This is incredibly important, for people to feel that the system is fair,” he concluded.

Data from Eurostat indicated that Sweden recorded the highest rate of rapes per capita in the European Union in 2022, with a rate of 86 such crimes per 100,000 people, closely followed by Iceland and France.
