China has committed to strengthening its public sector while also focusing on reviving and fostering private economic growth.

China has pledged to implement effective measures aimed at energizing market entities. These initiatives will involve promoting reform in essential areas, dismantling institutional barriers, and cultivating a fairer and more dynamic market landscape, as detailed in a government work report presented to the national legislature for consideration on Wednesday.

Premier Li Qiang delivered this report on behalf of the State Council during the opening session of the third meeting of the 14th National People's Congress in Beijing.

The report highlighted that China will persist in advancing state-owned enterprise reform. This includes refining the structure and layout of the state-owned sector and accelerating the establishment of a performance evaluation system for state-owned enterprises (SOEs) in relation to their strategic objectives.

To boost the private sector's growth, the Chinese government plans to actively pursue policies and measures that support its development, safeguard the legal rights and interests of private enterprises and entrepreneurs, and encourage private companies to establish and improve modern corporate governance systems.

To ensure that outstanding payments owed to enterprises are addressed, the government will intensify punitive measures against bad faith actions and implement long-term solutions for this ongoing problem.

Additionally, the government aims to maintain regular communication with enterprises to assist in resolving their real challenges and issues.

Moreover, specific initiatives will be introduced to regulate law enforcement related to enterprises, focusing on combating arbitrary charges, fines, inspections, and seizures.

The report also emphasized the commitment to preventing unauthorized cross-jurisdictional and profit-driven law enforcement while promoting service-oriented administration to enhance enterprise confidence through satisfactory services.
