According to China Media Group, citing data from the Ministry of Industry and Information Technology, China's software developer population has surpassed 9.4 million. This figure represents about one-third of the global total, establishing China as the largest base for software developers worldwide, as noted by Li Xiaodong, Vice President of the Internet Society of China and Director of the Fuxi Institution.

"China's proportion of software developers globally surpasses its share of internet users, demonstrating the strength of our digital talent base and its pivotal role in driving the future of the digital economy," Li stated.

China is also making significant strides in open-source ecosystems. A report from the Cloud Computing Standards and Open Source Promotion Committee, part of the China Communications Standards Association, shows that Chinese projects contribute 17 percent of global open-source software, positioning China as the second-largest player in this arena.

Open source pertains to software that makes its source code publicly accessible, allowing anyone to use, modify, and redistribute it under the terms of the licensing agreement.

Presently, open-source software is integral to nearly every facet of software development, with 97 percent of developers and 99 percent of companies worldwide utilizing it.

HarmonyOS, known as Hongmeng in Chinese, is one example of an open-source operating system. It caters to a wide range of devices and applications, from smart screens to wearables and vehicles. The system was introduced in August 2019.

Data from MIIT indicates that more than 70 organizations have joined the HarmonyOS ecosystem, with over 8,100 individuals contributing to its codebase.

"China has become the second-largest country in terms of open-source participants, with the fastest growth rate in the world. The number of devices using HarmonyOS has exceeded one billion," commented Xie Shaofeng, chief engineer with the ministry.

"As China’s contributions to open-source align with its proportion of global internet users and developers, its global influence and technological innovation will continue to rise, delivering greater rewards while adhering to the open spirit of the internet," said Li.
