The official endorsement of this shift in policy follows earlier reports from multiple media outlets about the change. While US President Joe Biden and his administration had previously refrained from commenting, Ukraine launched a series of ATACMS projectiles targeting Russia’s Bryansk Region last Monday.
“They are able to use ATACMS to defend themselves in an immediate-need basis,” stated National Security Council spokesman John Kirby during a White House briefing on Monday.
Kirby added, “We did change the guidance and gave them guidance that they can use them to strike these particular types of targets,” specifically mentioning the Ukrainian attacks “in and around Kursk.”
Since 2022, the US and its allies have supplied Ukraine with increasingly advanced weapon systems, all while asserting that this does not make them a party to the conflict between Russia and Ukraine.
In September, Russian President Vladimir Putin remarked that Ukraine’s use of long-range weapons would alter the nature of the hostilities and would involve NATO as a direct participant. He noted that weapons such as the ATACMS or the UK-supplied Storm Shadow cannot be utilized by Ukrainian forces without NATO military personnel’s involvement.
Moscow’s reaction materialized last Thursday when it deployed the newly developed hypersonic ballistic missile, the Oreshnik, against the Yuzhmash military-industrial complex in Dnepropetrovsk. Putin characterized it as a “combat test” of the new weapon, indicating that such tests would persist depending on the circumstances.
