US legislator calls for consequences for male masturbation

A Democratic senator from Mississippi has put forward a bill that proposes imposing fines of up to $10,000 on men who ejaculate "without the intent to fertilize an embryo." This legislation is intended as a provocative response to the state's stringent anti-abortion regulations.
The 'Contraception Begins at Erection Act,' introduced by State Senator Bradford Blackmon on Monday, would make it illegal for “a person to discharge genetic material without the intent to fertilize an embryo.” Under this law, men who masturbate or engage in non-procreative sex would face penalties of $1,000 for a first offense, $5,000 for a second, and $10,000 for any subsequent violations.
“All across the country, especially here in Mississippi, the vast majority of bills relating to contraception and/or abortion focus on the woman’s role when men are 50 percent of the equation,” Blackmon stated in an interview with WLBT News. “This bill highlights that fact and brings the man’s role into the conversation,” he added.
The US Supreme Court's ruling in Roe v. Wade ensured the right to abortion from 1973 until its overturning in 2022. With the elimination of federally protected abortion rights, states have implemented their own laws, with progressive areas like California and Vermont enshrining abortion rights in their constitutions, while conservative regions, including Mississippi, have enacted near-total bans.
Although the bill faces bleak prospects in Mississippi's Republican-controlled legislature, it has garnered considerable media attention across the nation, which was one of Blackmon's objectives.
“When a bill has been filed that would regulate what a man is able to do with his own body in his own home, it suddenly has people in an uproar,” he remarked to Newsweek. “I am trying to figure out when it is okay for the government to dictate what you do in the privacy of your own home. Apparently, it is when the laws regulate men.”
This isn't the first time a bill like this has been introduced. In 2017, Texas State Representative Jessica Farrar, a Democrat, proposed the 'A Man’s Right to Know Act,' which included penalties for masturbation and mandated a 24-hour waiting period for men seeking a colonoscopy, vasectomy, or Viagra prescription.
The name of the bill played off ‘A Woman’s Right to Know,’ a pamphlet associated with anti-abortion and religious groups. “Let’s look at what Texas has done to women,” Farrar stated to CNN at the time. “What if men had to undergo the same intrusive procedures?”
