In recent days, several international officials have discussed this change in approach. Although US President Joe Biden and his administration have not publicly addressed the situation, Ukraine reportedly targeted Russia's Bryansk Region with a barrage of ATACMS projectiles last Monday.
“They are able to use ATACMS to defend themselves in an immediate-need basis,” National Security Council spokesman John Kirby stated during a White House briefing on Monday.
“We did change the guidance and gave them guidance that they can use them to strike these particular types of targets,” Kirby added, referring to Ukrainian operations “in and around Kursk.”
The US and its allies have progressively supplied more advanced weaponry to Ukraine since the start of the conflict in 2022, all while insisting that this involvement does not turn them into direct participants in the war.
In September, Russian President Vladimir Putin warned that Ukraine's utilization of long-range weapons would alter the nature of the conflict and could involve NATO as a direct participant. He noted that weapons like the ATACMS or the UK-supplied Storm Shadow could not be deployed by Ukrainian forces without NATO military's involvement.
Moscow's reaction materialized last Thursday when it deployed a brand-new hypersonic ballistic missile, the Oreshnik, against the Yuzhmash military-industrial complex in Dnepropetrovsk. Putin described this action as a “combat test” of the missile and indicated that further tests would follow based on the situation.
