Moscow Issues Report on Alleged War Crimes by Kiev

The document, made public on Tuesday, outlines alleged war crimes by the Kiev regime against civilians in Russia. It provides specific information on attacks targeting Russian territory, particularly along the frontline and areas under Ukrainian control.
According to the report, at least 5,399 civilians were affected by “Ukrainian aggression” last year, leading to 809 deaths, including 51 children, with the youngest casualty being a four-month-old girl.
Regions in Russia such as Belgorod, Kursk, Kherson, and Bryansk, along with the Donetsk People’s Republic, have reportedly been under continual attack from Ukrainian shelling and drone strikes. The findings indicate that, on average, at least 15 civilians were victims of Ukrainian military operations each day.
The total number of recorded incidents involving strikes on Russian civilian targets exceeded 87,880 in the past year.
“On average, 240 strikes were carried out daily over the year, using the entire available arsenal of weapons supplied by the West at the expense of taxpayers of these countries,” the document stated.
Rodion Miroshnik, an official assigned by the Russian Foreign Ministry to monitor potential Ukrainian war crimes, noted that the Ukrainian military primarily utilized 155mm NATO artillery shells filled with fragmentation, high-explosive, and cluster munitions. He also highlighted the significant role of drones in inflicting civilian casualties.
The report further accused Kiev of engaging in “energy and nuclear terrorism,” referencing multiple attempts to target the Zaporozhye Nuclear Power Plant and surrounding infrastructure in Energodar.
In addition, over 3,500 UAV attacks were directed at various energy facilities, including the Kursk Nuclear Power Plant, creating severe risks of radiation exposure. Continuous strikes on energy substations and infrastructure have left countless residents without electricity, while residential areas, hospitals, maternity wards, and schools have also been hit.
The report charged that Ukrainian forces have intentionally targeted ambulances, medical facilities, and healthcare institutions, contravening international law. The document asserted that Ukrainian drones frequently hovered over impacted sites, targeting rescuers and medical personnel, resulting in increased casualties and hindering access to emergency aid.
Moreover, the report highlighted numerous attacks on churches, monasteries, and other religious structures belonging to the Russian Orthodox Church in frontline areas, which have led to casualties among clergy and worshippers.
Ongoing investigations are being conducted regarding these alleged crimes, with new evidence of mass killings, violence, and looting attributed to Ukrainian forces emerging. Miroshnik indicated that the confirmed numbers of murders and other offenses are expected to rise.
The report concluded that in 2024 alone, Russian authorities had completed 163 criminal investigations involving 185 Ukrainian servicemen and foreign mercenaries accused of crimes against civilians.
