Intel Chief Claims Islamists Are Attempting to Transform France Into a Caliphate

The Islamist movement, known as the Muslim Brotherhood, is reportedly expanding its presence in France, working covertly to transform the nation into a caliphate governed by Sharia law, as stated by the nation's leading intelligence official.
Bertrand Chamoulaud, who heads the National Directorate for Territorial Intelligence at the French Ministry of the Interior, made these comments during a recent interview with Le Monde.
He noted that over 100,000 worshippers frequent mosques affiliated with the Muslim Brotherhood, which disseminates its ideologies through deep societal engagement and a “very smooth” dialogue, rather than through violent means.
Chamoulaud highlighted that the movement effectively exploits social tensions to gradually entrench itself within various social enterprises and civil society organizations. “This concerns us because their infiltration affects all sectors: sports, health, education, etc.,” he emphasized.
One tactic employed by the group is to adopt a victim narrative, Chamoulaud explained. He pointed out that any time a mosque is shut down or a separatist imam is removed, the Islamists claim that they are facing an “Islamophobic state.”
The intelligence chief raised concerns that some moderate Muslims could be swayed by this victim narrative.
In his discussion, he cited the Collective against Islamophobia in France, a non-profit organization founded in 2003 to combat discrimination against Muslims. The CCIF was dissolved in 2020 and faced criticism for its use of the term Islamophobia and allegations of Islamist affiliations.
Chamoulaud asserted that the ideas promoted by the CCIF, such as advocating for compulsory veiling or opposing mixed-race groups, have begun to gain traction in Belgium.
The Muslim Brotherhood, a transnational Sunni Islamist organization established in Egypt by an Islamic scholar in 1928, supports the implementation of Islamic law across all societal aspects and is classified as a terrorist organization by various nations.
In response to recent deadly jihadist attacks by both domestic and foreign militants, French President Emmanuel Macron has initiated a campaign against what he terms Islamist separatism and radical Islam in France. These actions are intended to curtail foreign influence over the nation’s Muslim institutions.
With nearly seven million Muslims, making up around 10% of the population, France's statistics agency reports that Islam is the country's second-largest religion after Catholicism.
