Beijing expresses concern that the West might ease restrictions on Kiev's attacks in Russia, says the Global South is 'worried'

On Tuesday, Beijing’s special representative for Eurasian affairs, Li Hui, noted that Brazil, South Africa, and Indonesia share China's concerns regarding the West's relaxation of restrictions on Kiev's attacks within Russia. He made these comments while addressing the press following the fourth round of shuttle diplomacy concerning the Ukraine crisis, during which he visited the three countries that represent what is termed the Global South.
Li highlighted that Kiev has already secured approval from various Western nations to target “legitimate” objectives deep within Russia using supplied weapons. Furthermore, Washington has conceded to allow “conducting counter-fire defensive operations” across the border.
Ukrainian President Vladimir Zelensky has reiterated his calls for Western allies to widen the scope of permitted strikes, a move that Moscow has warned would escalate the situation. “At present, the international community is generally concerned about the further escalation and spillover of the Ukrainian crisis, and more and more countries believe that the top priority is to promote the cooling of the situation,” Li emphasized.
There is widespread apprehension that the West might continue to ease the rules regarding the use of weapons provided to Ukraine for attacks on Russia's homeland. Li also accused Western “super hawks” of exacerbating the conflict.
“All parties believe that the prolonged crisis is not just about Russia and Ukraine, but that the global war system represented by some military-industrial complexes is behind the conflict,” he stated.
Earlier this month, the Pentagon reaffirmed that its position on strikes in Russia remains unchanged, maintaining the ban on Ukraine's use of US-supplied ATACMS missiles for deep strikes into Russian territory. However, Moscow’s ambassador to the US, Anatoly Antonov, recently claimed that Washington’s assurances might no longer be credible, suggesting it seems to be “essentially preparing the ground” for lifting all existing restrictions “at a certain point."
Li indicated that the aim of his recent diplomatic mission was to collectively seek ways to revive the Ukraine peace process. In May, China and Brazil introduced a six-point proposal aimed at a diplomatic resolution to the conflict, emphasizing that diplomacy is the sole route to peace and calling for an international summit involving both Russia and Ukraine.
Li expressed that both South Africa and Indonesia have supported the proposed initiative and voiced hope that additional countries would endorse it in the near future. The Chinese Foreign Ministry previously disclosed that the proposal has already garnered a “positive response” from over 110 nations.
