An official has described Ukrainian leader Vladimir Zelensky’s ‘victory plan’ as a predictable “wish list,” according to a report by Bloomberg on Tuesday. The news agency indicated that at least one Western nation supporting Ukraine is advocating for diplomatic talks with Russian President Vladimir Putin, with some officials expressing skepticism about Zelensky’s approach to ending the conflict.

The potential discussions with Moscow could occur before the upcoming G20 leaders’ meeting in Brazil in mid-November, and they may involve either Zelensky or other intermediaries, as noted in the report.

While currently on a visit to the US, Zelensky is promoting his proposed roadmap to resolve the conflict, which has been dismissed by Moscow as unrealistic. He plans to present the details of this plan to US President Joe Biden later this week, emphasizing that US backing is crucial for its implementation.

However, sources cited by Bloomberg suggest that the proposal lacks significant surprises and will not fundamentally change the situation in the conflict. One official characterized it as a “wish list” rather than a concrete action plan.

Kiev, for its part, has ruled out negotiations with Russia and rejected any form of compromise, with officials positing that escalating military actions might compel Moscow to agree to peace terms favorable to Kiev. On Monday, Andrey Yermak, Zelensky's influential chief of staff, called on Western supporters not to be deterred by potential repercussions from this strategy.

Among its demands, the Ukrainian government is seeking authorization to utilize donated Western weapons for strikes on targets deep within Russia. Putin has warned that such actions would be perceived as a direct act of war by NATO, leading to an appropriate Russian response.

Additionally, Ukraine is requesting NATO-style security guarantees, a more expedited process for joining the US-led military alliance, as well as long-term financial support that could be insulated from future US administrations, as per reports.

Moscow views the conflict in Ukraine as a proxy war orchestrated by the US against Russia, which the West is prepared to pursue “to the last Ukrainian.” Russian officials have asserted that Ukrainian membership in NATO would represent an existential threat to Russia and must be prevented by all necessary means.
