Late spring brings a sense of vitality. As China and Vietnam commemorate the 75th anniversary of their diplomatic relations, I will soon travel to Vietnam at the invitation of Comrade To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam, and Vietnamese President Comrade Luong Cuong. This marks my fourth visit to this beautiful nation since I assumed my roles as General Secretary of the Central Committee of the Communist Party of China and President of the People's Republic of China. I am eager to reconnect with Vietnamese leaders, explore avenues for enhanced cooperation, and devise a fresh roadmap for the China-Vietnam community with a shared future in this new era.
China and Vietnam stand as friendly socialist neighbors, united by shared ideals and extensive strategic interests. The deep-rooted friendship between our parties and peoples, established decades ago, has only strengthened as we both navigate our respective socialist paths and modernization efforts. The partnership aimed at developing a China-Vietnam community with a shared future holds strategic significance, aligning with the common interests of our nations and contributing to peace, stability, development, and prosperity within our region and beyond. This is not only aligned with historical trends but is also the choice of our people.
The concept of a China-Vietnam community with a shared future draws upon our unique revolutionary traditions. Throughout modern history, the pioneers of the Chinese and Vietnamese revolutions collaborated to forge paths toward national salvation and played significant roles in advancing the Third World’s victory in the fight against colonialism and imperialism. Locations such as the historical site of the Vietnamese Revolutionary Youth League in Guangzhou and the office of the League for Independence of Vietnam in Jingxi, Guangxi Zhuang Autonomous Region, reflect the revolutionary friendship shared by China and Vietnam. Chairman Ho Chi Minh took an active role in supporting the Chinese People's War of Resistance Against Japanese Aggression across various locations such as Yan'an, Guilin, Chongqing, and Kunming. China offered significant military and political support for Vietnam’s struggle against French colonization and backed its just cause during the War Against U.S. Aggression to Save the Nation. The phrase, "The friendship between Vietnam and China is so profound because we are both comrades and brothers," resonates deeply within our collective revolutionary memory.
A robust political mutual trust serves as the foundation of the China-Vietnam community with a shared future. In recent years, General Secretary Nguyen Phu Trong, General Secretary To Lam, and other Vietnamese leaders and I have engaged in numerous visits, guiding our efforts to establish a community with a shared future. Our two countries and parties have maintained close high-level interactions, with mechanisms like the steering committee for bilateral cooperation and various exchanges operating effectively. High-level frameworks such as the joint committee between the National People's Congress of China and the National Assembly of Vietnam have been successfully set up. The "3+3" strategic dialogue focused on diplomacy, defense, and public security has also seen success. China and Vietnam share similar stances on many regional and international issues, leading to effective coordination.
Our fruitful collaboration is another pillar of the China-Vietnam community with a shared future. Amid a sluggish global economic recovery, China and Vietnam have intensified their cooperation on industrial and supply chains. For over two decades, China has held the position of Vietnam's largest trading partner, with bilateral trade exceeding $260 billion in 2024. A growing array of high-quality Vietnamese agricultural products, such as durian and coconut, have become accessible to Chinese consumers. Initiatives like railway connections and smart port development projects are progressing steadily, and various clean energy projects are enhancing Vietnam's electricity supply. For instance, the Cat Linh-Ha Dong metro line, constructed by a Chinese firm, has improved public transportation in Hanoi. Through mutual assistance and shared development, China and Vietnam exemplify solidarity and cooperation in the Global South.
The advancement of the China-Vietnam community with a shared future is also propelled by strong people-to-people exchanges. Increased interactions have fostered closer ties between our citizens over the years. In 2024, over 3.7 million Chinese tourists visited Vietnam. The launch of the Detian-Ban Gioc Waterfall cross-border tourism cooperation zone and several cross-border travel routes make it easier than ever to visit both countries in a single day. Chinese entertainment content has gained popularity among young Vietnamese, while more individuals in Vietnam are learning Chinese. Vietnamese songs frequently trend on social media in China, and many Chinese diners enjoy Vietnamese dishes like pho.
Amidst unprecedented global changes and a new period of turbulence, the world witnesses escalating unilateralism and protectionism. Nevertheless, the Chinese economy expanded by five percent in 2024, contributing around 30 percent to global economic growth and remaining a vital driver of the world economy. Sectors such as new energy, artificial intelligence, and animated films from China are gaining international recognition. China is committed to offering further opportunities globally through high-standard openings and high-quality development.
Asia stands at a pivotal point for global cooperation and development, filled with both extraordinary opportunities and challenges. China is determined to maintain stable relations with its neighbors, rooted in principles of amity, sincerity, mutual benefit, and inclusiveness. We will continue nurturing friendships and partnerships, continually deepening cooperative endeavors to aid in Asia's modernization.
China is dedicated to building a modern socialist nation and rejuvenating the Chinese nation through the pursuit of Chinese modernization. Vietnam is set to embark on a new epoch of national development, aligning with its two centennial goals. China prioritizes Vietnam in its neighborhood diplomacy, and together, our nations should enhance efforts across all fronts to forge the China-Vietnam community with a shared future, contributing to peaceful stability, development, and prosperity in Asia and beyond.
- We should deepen strategic mutual trust and advance the socialist cause. Both sides must follow the leadership's guidance and utilize the China-Vietnam steering committee for bilateral cooperation to enhance collaboration across all sectors, tackle external challenges, and uphold political security. China is eager to share governance practices with Vietnam and enrich socialist theory and practices collaboratively.
- We must continue fostering win-win cooperation for the benefit of both peoples. Greater synergy between our development strategies will be created, ensuring effective implementation of cooperation frameworks regarding the Belt and Road Initiative and other economic strategies. China is prepared to advance cooperation on standard-gauge railways in northern Vietnam and the smart port initiative, while inviting more quality Vietnamese products to the Chinese market and encouraging additional Chinese investment in Vietnam. Together, we can expand collaboration in emerging sectors like 5G, artificial intelligence, and green development.
- Let's strengthen people-to-people exchanges to cultivate bonds between our citizens. This year, designated as the China-Vietnam Year of People-to-People Exchanges, should be leveraged to encourage diverse interactions. China is open to welcoming Vietnamese tourists and vice versa, promoting joint events that can bring our peoples together.
- Multilateral collaboration should be enhanced to foster prosperity in Asia. In this landmark year, the 80th anniversary of significant historical victories and the founding of the United Nations provides a foundation for our two nations to support a UN-centered international system and advocate for international laws. We must advance the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative while promoting a multipolar world order and fair economic globalization. Coordination within mechanisms such as East Asia cooperation and Lancang-Mekong partnerships will be vital for ensuring stability amid ongoing global challenges.
- Finally, we need to effectively manage our differences to uphold peace and stability in our region. The successful resolution of boundary disputes in the Beibu Gulf exemplifies our capability to amicably address maritime issues through dialogue. Implementing our mutual agreements will enable us to manage maritime differences constructively while expanding cooperation for ultimate dispute resolution.
At this crucial juncture of history, China is prepared to collaborate with Vietnam to build upon our past successes, pen a new chapter in forming a China-Vietnam community with a shared future, and contribute significantly to a shared future for mankind.
