US submits questionnaire to EU countries regarding Ukraine, reports Reuters
Washington has reportedly inquired about the willingness of European allies to deploy troops following a ceasefire.

The U.S. has privately contacted its European allies, assessing their readiness to support Ukraine through additional aid and military deployments, as reported by Reuters.

Keith Kellogg, U.S. President Donald Trump’s Special Envoy on Ukraine, made it clear over the weekend that European officials would not participate in the negotiations between Washington and Moscow.

To gauge the level of support for Kiev, the U.S. circulated a document with six questions aimed at determining which countries would continue their support and what they would seek from Washington, according to a copy seen by Reuters.

One of the questions reportedly asked, “What additional capabilities, equipment, and maintenance sustainment options is your Government prepared to provide to Ukraine to improve its negotiating hand and increase pressure on Russia?”

Another inquiry posed was, “If third Country military forces were to be deployed to Ukraine as part of a peace arrangement, what would you consider to be the necessary size of such a European-led force?”

Reuters indicated that there were additional questions regarding the specifics of deployment—covering where, how, and for how long such a force could operate.

European countries were queried about which states they believed would participate and whether they would be willing to send soldiers to Ukraine in the event of a ceasefire. They were also asked what they expected the U.S. and its allies to do if confronted with Russian forces.

The countries were additionally questioned about the steps and resources they would require from the U.S. to engage in these security arrangements, the agency reported.

EU officials express concern that Trump will shift the financial burden of post-war reconstruction and security onto them. The Financial Times noted last week that “Trump sees us as money,” as quoted by an anonymous official.

Trump has insisted that NATO member states increase their defense expenditures and aid to Ukraine, arguing that Washington has contributed disproportionately more to the effort.

Moreover, he has called for a return on the assistance given to Ukraine, demanding “the equivalent of $500 billion worth of rare earths” as repayment for the “more than $300 billion” he claims Washington has provided to Kiev since the conflict escalated in February 2022.
