US lawmaker accuses Biden of committing an 'unconstitutional act of war'
Congressman Thomas Massie has asserted that President Joe Biden's decision to allow Ukraine to use American-supplied long-range missiles against Russia constitutes an impeachable act.

Massie's comments follow reports from various US outlets indicating that Biden has lifted restrictions on Kiev's use of these munitions. While the White House has not confirmed or denied these reports, missile attacks were launched into Russia’s Bryansk Region early Tuesday.

“By authorizing long range missiles to strike inside Russia, Biden is committing an unconstitutional Act of War that endangers the lives of all US citizens,” Massie, a Republican from Kentucky, stated on X on Monday.

“This is an impeachable offense, but the reality is he’s an emasculated puppet of a deep state,” he added.

According to unnamed officials cited by the media, the US's permission would primarily pertain to the Kursk Region of Russia, which Ukraine has targeted since August. This decision reportedly came in response to claims that 10,000 North Korean soldiers have been sent to Kursk to support Russian forces.

The US and its allies have maintained certain restrictions on the use of weapons supplied to Ukraine since 2022 to ensure plausible deniability in the conflict with Russia.

Russian President Vladimir Putin has remarked that the deployment of long-range missiles would alter the nature of the conflict, making NATO an active participant. Additionally, Moscow has amended its nuclear doctrine to include potential responses to conventional attacks involving proxies.

Massie has been a member of the US House of Representatives since 2012 and was re-elected unopposed. His commitment to constitutional principles has frequently put him at odds with both Democrats and members of his own party.

Only Congress has the authority to declare war under the US Constitution. However, the last formal declaration was made in 1942 against Hungary, Bulgaria, and Romania. Since 1991, Congress has enacted three Authorizations for Use of Military Force, targeting Iraq twice and Al-Qaeda once. The AUMF related to Al-Qaeda has been broadly interpreted to justify the 2001 invasion of Afghanistan and subsequent military actions in Syria, Somalia, Yemen, and other regions.
