The U.S. has implemented sanctions against the Palestinian Prisoner Solidarity Network, Samidoun, labeling it a "sham charity" and warning of potential criminal charges for those who continue to engage with the organization.
Founded in 2011 following a hunger strike in Israeli prisons, the Vancouver-based Samidoun characterizes itself as “an international network of organizers and activists working to build solidarity with Palestinian prisoners in their struggle for freedom.”
In a press release from the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) on Tuesday, it was revealed that these actions are part of a coordinated initiative with the Canadian government, which has classified the organization as a “terrorist entity.”
OFAC has claimed that Samidoun functions as an international fundraising entity for the Popular Front for the Liberation of Palestine (PFLP), which it designates as a terrorist organization. The PFLP is characterized as a Marxist–Leninist movement that does not recognize Israel.
According to OFAC's statements, the PFLP established Samidoun to sustain fundraising operations in North America and Europe. The agency also alleged that the PFLP has been involved in the Israel-Hamas conflict, including participation in the attack on October 7.
“Organizations like Samidoun masquerade as charitable actors that claim to provide humanitarian support to those in need, yet in reality divert funds for much-needed assistance to support terrorist groups,” stated Acting Under Secretary of the Treasury for Terrorism and Financial Intelligence Bradley T. Smith. He further asserted, “The United States, together with Canada and our like-minded partners, will continue to disrupt those who seek to finance the PFLP, Hamas, and other terrorist organizations.”
Additionally, OFAC has designated a Canadian citizen believed to be a member of the PFLP's leadership abroad who aids in fundraising.
The Treasury Department noted that all assets belonging to the targeted individuals and entities in the U.S. have been blocked, warning that anyone involved in specific transactions or activities with them could face sanctions or enforcement actions.
As reported by Al Jazeera, Samidoun has come under closer examination following recent large pro-Palestine demonstrations in Canada. OFAC has also indicated that Germany prohibited the organization in 2023.
