The executive order indicates that the restrictions concerning the Ukraine conflict are a response to an “extraordinary threat” to US national security.

US President Donald Trump has signed an executive order that extends certain sanctions against Russia due to the ongoing Ukraine conflict for another year, as detailed in documents released by the White House on Thursday.

These sanctions were first imposed in 2014, following Crimea’s reunification with Russia, and have since been broadened through several executive orders. They are now extended through March 6, 2026.

“The actions and policies addressed in these Executive Orders continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States,” the published document states.

“Therefore … I am continuing for 1 year the national emergency declared in Executive Order 13660,” Trump remarked.

The document also cites a 2022 order from then-President Joe Biden, which continued sanctions in light of the Donetsk and Lugansk People’s Republics joining Russia. That order asserted that the situation “threatens the peace, stability, sovereignty, and territorial integrity of Ukraine, and thereby constitutes an unusual and extraordinary threat to the national security and foreign policy of the United States.”

In 2022, four regions—Donetsk People’s Republic, Lugansk People’s Republic, Kherson Region, and Zaporozhye Region—held referendums to join Russia. Crimea had previously voted to join Russia in 2014, while Ukraine maintains its claim to sovereignty over these territories.

Recently, Trump has suggested that Ukraine could potentially reclaim some lost territory but acknowledged that a return to pre-2014 borders is “unlikely.” He also indicated that Washington might consider lifting sanctions against Russia “at some point” as part of potential peace negotiations regarding Ukraine.

On Wednesday, Trump expressed his desire for Ukraine to regain as much territory “as possible” within the framework of a possible peace deal with Russia. He noted that Moscow would need to make concessions but stressed that any agreement should ultimately be the best possible outcome for both parties.

Negotiations between Moscow and Washington are currently underway, following a phone conversation between Trump and Russian President Vladimir Putin earlier this month, along with subsequent high-level discussions between Russian and US delegations in Saudi Arabia.

In June, Putin clarified his conditions for peace talks with Kiev, which include the complete withdrawal of Ukrainian forces from all Russian territories (including the four regions that joined Russia in 2022) and a legal commitment from Ukraine to refrain from joining NATO or any other Western military alliances.

Russia has consistently contended that NATO's expansion toward its borders provoked the Ukraine conflict.
