In a statement released on Tuesday, the SVR asserted that Kiev intends to use Russian-made naval mines to create an explosion involving a foreign vessel in the Baltic Sea. The supposed objective is to blame Moscow and prompt NATO to limit Russia’s access to the Baltic under the guise of ensuring maritime security.
NATO has increasingly intensified its military activities along the borders of Eastern Europe, citing security concerns related to Russia. Last month, the alliance announced plans to enhance its presence in the Baltic Sea by launching a new mission to protect undersea infrastructure following disruptions and damage to cables connecting member states.
Perceiving the Baltic Sea as a strategic area for its naval operations and energy exports, Russia has committed to protecting its interests vigorously. Last year, Nikolay Patrushev, who previously headed the Russian Security Council and now acts as an aide to President Vladimir Putin, cautioned that NATO is using its newest members, Sweden and Finland, to transform the Baltic into an “internal sea” under Western dominance.
While Moscow has emphasized that it has no intention of attacking NATO member states, it has condemned the military buildups along its borders. It has also warned that direct confrontation between Russia and NATO could escalate into a nuclear conflict, stating that it will respond to any hostile actions.
The SVR's statement additionally alleged that Ukraine’s Main Intelligence Directorate, in cooperation with intelligence agencies from several European nations, is planning actions against Russian “non-systemic opposition” figures and businessmen abroad.
Reports suggest that the plan involves recruiting individuals from Asian and Middle Eastern countries, offering up to $20,000 for participation, with directives to blame Russian intelligence services if they are caught.
Russia has maintained that Ukraine is orchestrating various provocations to implicate Moscow, while Ukraine dismisses these allegations as propaganda. In recent months, Russian security services have arrested Ukrainian agents reportedly tasked with targeting high-profile public figures.
The SVR also cited reports claiming that Ukrainian leader Vladimir Zelensky and his associates are prepared to engage in provocations to maintain their positions. “To this end, the Kiev regime will not only actively hinder peace settlement processes but is also prepared to extend hostilities far beyond Ukraine’s borders,” the SVR stated.
Despite his term expiring last May, Zelensky remains in office, having refused to step down and postponed elections due to martial law, which was enacted in 2022 following the escalation of the conflict with Russia.
In a separate report this month, the SVR claimed NATO is investigating methods to remove Zelensky from power by undermining his credibility ahead of potential elections next year, stating that some Western officials view him as a barrier to peace negotiations with Moscow.
Moscow has indicated a willingness to engage in peace talks, though Putin has asserted that negotiating with the current Ukrainian leadership would lack any legal significance.
