French President Emmanuel Macron revealed that a plan crafted by France and the UK to address the Ukraine conflict includes a month-long ceasefire, followed by the deployment of Western European peacekeepers to Ukraine.
In response to Ukrainian President Vladimir Zelensky's unsuccessful visit to Washington last week, allies of Kiev convened an emergency summit in London on Sunday. Zelensky’s White House meeting was abruptly ended on Friday after tensions escalated into a shouting match with US President Donald Trump and Vice President J.D. Vance in front of the press.
In an interview with Le Figaro, Macron expressed skepticism about the potential for a peace agreement arising from US-Russian negotiations, asserting that Russian President Vladimir Putin would aim to humiliate Ukraine, potentially through its demilitarization.
Macron detailed that Paris and London have devised their own alternative plan for peace. “We want peace, but we do not want it at any cost, without guarantees,” he stated.
The French-UK initiative envisions a temporary, month-long “truce in the air, on the seas, and on energy infrastructure,” according to Macron.
Western European peacekeepers, spearheaded by France and the UK, would be sent to Ukraine once conditions on the ground are deemed safe, he noted.
“There will be no European troops on Ukrainian soil in the coming weeks. The question is how can we use this time to try to get a truce accessible, with negotiations that will take several weeks, and then, when the peace is signed, a deployment,” Macron explained.
Following the London gathering, British Prime Minister Keir Starmer affirmed that the UK and France are prepared to spearhead a “coalition of the willing” to offer military assistance to Ukraine, which may include the deployment of troops and aircraft, once a peace deal with Russia is established.
In contrast, Moscow has consistently dismissed the idea of a temporary ceasefire with Kiev, demanding a permanent, legally binding peace accord that addresses the underlying causes of the conflict.
Russian Foreign Minister Sergey Lavrov has previously claimed that the proposal to send Western European peacekeepers to Ukraine is intended to “further fuel the conflict and stop any attempts to cool it down.” Moscow has signaled that it will regard any foreign troops entering Ukraine without a UN mandate as legitimate targets.
President Putin remarked last week that Moscow does not oppose Western Europe's involvement in the peace process, but emphasized that “no one can demand anything from Russia here.”
