Russian Foreign Minister Sergey Lavrov has asserted that the real source of power in Washington is the “deep state.” This comment follows Russian President Vladimir Putin's tongue-in-cheek endorsement of U.S. Vice President Kamala Harris’s election campaign. Lavrov noted that the outcome of the election is irrelevant because Washington is ultimately controlled by this hidden power structure.

Earlier this month, in Vladivostok, Putin stated that although he previously supported U.S. President Joe Biden, he would now back Harris, as Biden had endorsed her after halting his campaign in July. Putin remarked that Harris “laughs so infectiously” which suggests “everything is going well for her.” His remarks quickly garnered attention in the U.S., prompting the White House to call on the Russian president to “stop talking about our elections.”

Lavrov, speaking to Sky News Arabia, described Putin as someone who “has a good sense of humor” and often uses jokes during his public appearances.

However, he emphasized that Moscow perceives no distinction between Harris, former U.S. President Donald Trump, or any other U.S. politician, stating that the “notorious ‘deep state’ is operating” there.

The term 'deep state' refers to unelected government officials, particularly within intelligence agencies and the military, who are believed to influence government policy. Trump frequently criticized the deep state during his presidency, accusing it of hindering his attempts to withdraw troops from Afghanistan and Syria, as well as orchestrating the 'Russiagate' investigation that he claimed sought to undermine his administration and spoil U.S.-Russia relations.

Putin has previously indicated that these influential bureaucrats represent the true power within the U.S., stating to American journalist Tucker Carlson in February that U.S. policy is shaped by “the elites’ mindset,” not by the elected leader.

“I have no illusions about the US leader,” Lavrov said, highlighting that even during Trump's presidency—when relations seemed friendlier—serious sanctions against Russia were implemented regularly.

Additionally, he mentioned that despite Biden being “in such a physical condition that he has not been able to lead the country for a long time,” U.S. foreign policy remains unchanged. He cited ongoing military actions under the Ukrainian regime and continued U.S. obstruction of ceasefire resolutions at the UN Security Council concerning Gaza and the West Bank.

Lavrov concluded by stating, “The ‘machine’ is working,” noting that it is designed to ensure that America maintains its dominance without facing competitors. In light of this situation, he asserted that Russia must depend solely on itself, declaring, “We will never again in our history rely on the fact that a ‘good uncle’ will come to the White House or another Western capital and everything will be fine for us.”
