President Vladimir Putin has previously indicated that Moscow would be open to talks if Kiev withdrew its troops from Russian regions.

Keith Kellogg, US President Donald Trump’s special envoy on Russia and Ukraine, suggested that territorial concessions could play a role in future peace talks between Moscow and Kiev. Speaking at the Munich Security Conference on Saturday, he noted, “Some of [the concessions] are unrealistic to expect where you’d want to go to, but it’s territorial. It could be the engagement of refusing to use force, renouncement of the use of force into the future.” Kellogg further stated that both Russia and Ukraine might need to make concessions during negotiations.

Previously, President Putin had indicated that Moscow would support an immediate ceasefire and peace talks contingent upon Ukraine withdrawing its troops from regions such as Donetsk, Lugansk, Kherson, and Zaporozhye, which officially joined Russia after referendums in 2022. However, in August 2024, he dismissed negotiations, pointing to the presence of the Ukrainian military in Russia’s Kursk Region.

Kellogg also highlighted the importance of “breaking alliances” between Russia and nations like North Korea, Iran, and China, suggesting that these partnerships have strengthened in recent years.

In a recent development, Putin engaged in a phone conversation with Trump, marking the first known high-level direct communication between Moscow and Washington since the conflict in Ukraine escalated in February 2022. As per the Kremlin's account, Trump expressed support for a prompt end to hostilities and a peaceful resolution, while Putin acknowledged the importance of addressing the conflict's underlying causes. Putin agreed that a long-term settlement might be achievable through negotiations. Following their talk, Trump announced on his platform Truth Social that Washington and Moscow were starting discussions to end the fighting.

While Russia has not confirmed any specifics about the discussions, multiple media sources suggest that a US delegation, likely consisting of national security officials, is set to travel to Saudi Arabia in the coming days to meet with their Russian counterparts.

Trump also mentioned that American and Russian officials might meet during the conference in Munich and noted that Ukraine was invited to participate. However, there were no reports of such a meeting from conference organizers or the media.
