President Donald Trump has issued two executive orders that roll back protections for transgender rights and diversity, equity, and inclusion (DEI) programs that were implemented under former President Joe Biden.
The announcements were made on Trump's first day back in office and sparked immediate criticism from civil rights organizations.
The first order, titled “Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government,” instructs federal agencies to eliminate policies that support gender identity protections.
The order claims that “there are only two genders, male and female” and requires agencies to revise official documentation, including passports and visas, to reflect this stance. It also bars taxpayer funding for gender transition services in prisons. Trump emphasized the importance of this order during his inaugural address.
The executive order declares: “Efforts to eradicate the biological reality of sex fundamentally attack women by depriving them of their dignity, safety, and well-being. The erasure of sex in language and policy has a corrosive impact not just on women but on the validity of the entire American system.”
The second executive order reverses Biden's 2021 directive, which mandated federal agencies to assess policies that could be detrimental to transgender individuals. In contrast, Trump's order seeks a review of diversity and equity initiatives, labeling them as discriminatory. This review may lead to the discontinuation of environmental justice grants, diversity training, and other related programs.
Civil rights organizations quickly criticized these actions. “We refuse to back down or be intimidated… We will fight back against these harmful provisions with everything we’ve got,” stated Kelley Robinson, president of the Human Rights Campaign.
Asian Americans Advancing Justice, a leading advocacy group, also expressed disapproval of the rollback, pledging to defend vulnerable communities and persist in the fight against discrimination.
These developments align with a larger national trend. While some companies have reduced their DEI efforts, others like Costco and Apple remain dedicated to their diversity policies. In contrast, organizations such as Meta, McDonald’s, and Walmart have notably scaled back their DEI initiatives. Recently, Meta dissolved its DEI department, citing changes in the legal and policy environment. McDonald’s has adjusted its diversity targets for senior leadership roles, and Walmart has revealed plans to eliminate certain diversity terms and initiatives.
The Trump administration has framed these policy changes as a way to eliminate perceived bias within government programs. Rights organizations have indicated intentions to challenge the orders through lawsuits and public advocacy efforts.
