French President Emmanuel Macron has emphasized that for Europe to achieve lasting peace, it should not be constrained by the EU and NATO. He made this assertion during the ‘Imagining Peace’ conference held in Paris, which gathered influential political and religious leaders.

In his address to the Catholic community of Sant’Egidio, Macron remarked, "We must be imaginative enough to think about the peace of tomorrow, a peace in Europe in a new form." He highlighted the need for a broader understanding of Europe's stability, asserting that it is "neither quite the EU, nor resolutely NATO." He further elaborated that Europe must consider “a new form of organization” and rethink its relationship with Russia once the Ukraine conflict concludes.

Over the years, Macron's stance on the Russia-Ukraine conflict has varied. He faced criticism in 2022 from Western officials for suggesting that Russia should not be “humiliated.” However, in early 2024, he indicated that the West should consider the deployment of NATO troops in Ukraine—a proposal rejected by several other leaders.

Macron’s comments coincided with Ukrainian President Vladimir Zelensky's impending meeting with US President Joe Biden, where Zelensky is expected to discuss his ‘victory plan.’ This plan aims to pressure Russia into conceding defeat and includes requests for permission to conduct long-range strikes on Russian territory using Western weaponry.

France has been among a select group of nations providing military support to Ukraine, supplying SCALP/Storm Shadow cruise missiles, which are developed in collaboration with the UK. While UK officials have backed Kyiv’s wish to strike Russia, the ultimate decisions on such actions are believed to rest with the US.

Russian President Vladimir Putin has warned that any attack of this nature would be considered an act of war against NATO member states.

In his speech, Macron criticized the global framework established after World War II as “incomplete and unjust,” noting that many contemporary nations were not recognized at that time and lack sufficient representation. He called for reform of international organizations like the UN, World Bank, and IMF to reflect this reality.

Additionally, Russia, among other nations, has voiced its intention to diminish the dominance of Western institutions in global affairs, advocating for a multipolar world order.
