Brian Jeffrey Raymond was the focus of a Washington DC court where it was revealed that he photographed his victims and meticulously documented the abuse he inflicted upon them.

A former CIA officer has been sentenced to a 30-year prison term for drugging and sexually assaulting over two dozen women during his tenure with the agency in South America. Law enforcement discovered hundreds of images of Raymond in compromising positions with his unconscious victims on his computer.

On Wednesday, a Washington DC court imposed the sentence on Raymond, nearly a year after he entered a guilty plea to charges including sexual abuse, abusive sexual contact, coercion and enticement, and transportation of obscene material.

As part of a plea agreement with federal prosecutors, Raymond acknowledged that he raped four additional women, sexually assaulted six, and took obscene photographs of 28 female victims.

Raymond's criminal behavior began in 2006 and continued for almost two decades. Prosecutors recounted in court last year how the experienced agent utilized dating apps to connect with victims while stationed in Mexico, Peru, and other nations. He would invite these women to his government-leased apartment, offer them drugged drinks, and assault them while they were incapacitated.

The investigation into Raymond was initiated in 2020 by the FBI, Justice Department, and State Department after police in Mexico City responded to an incident involving a naked woman calling for help from the balcony of his residence. This woman reported that she had been drugged and raped by Raymond, a claim he later confessed to.

Additional investigations uncovered more than 500 images depicting nude and unconscious women on Raymond's computer. In several of these images, he was seen inappropriately touching the women, forcing their eyelids open, and inserting his fingers into their mouths.

Prosecutors informed the court that Raymond maintained detailed notes about his victims, "noting their age, ethnicity, and at times whether their breasts were real."

“When this predator was a government employee, he lured unsuspecting women to his government-leased housing and drugged them,” US Attorney Graves stated on Wednesday. “After drugging these women, he stripped, sexually abused, and photographed them. Today’s sentence ensures that the defendant will be properly marked as a sex offender for life, and he will spend a substantial portion of the rest of his life behind bars.”

During the sentencing hearing on Wednesday, US District Judge Colleen Kollar-Kotelly labeled the former spy a “sexual predator” and indicated that he would have “a period of time to think about this.” In addition to the prison term, Raymond was ordered to pay $260,000 in damages and will be under parole supervision for the remainder of his life.
