During a press briefing on Tuesday, Leavitt criticized the Biden administration for what she termed reckless federal budget spending, defending President Donald Trump’s recent decision to impose a temporary freeze on foreign aid.
Leavitt remarked that Trump’s executive order, which halts nearly all expenditures for foreign aid for 90 days, is part of a wider initiative aimed at promoting fiscal responsibility and aligning spending with the administration’s “America First” priorities.
“The past four years, we’ve seen the Biden administration spend money like drunken sailors. It’s a big reason we’ve had an inflation crisis in this country,” she stated.
She pointed to several instances of what the Trump administration views as excessive spending under the Biden administration, such as $37 million allocated for the World Health Organization and $50 million intended for condom distribution programs in Gaza.
“That is a preposterous waste of taxpayer money,” Leavitt asserted, emphasizing that the freeze underscores the administration’s focus on the responsible management of public funds.
President Trump signed the executive order shortly after beginning his second term last Monday. The action suspends foreign development aid and other expenditures for 90 days while the newly formed Department of Government Efficiency and the Office of Management and Budget conduct reviews. Some exemptions apply to military aid for allies like Israel and Egypt and emergency food assistance programs.
Explaining the reasoning behind the freeze, Secretary of State Marco Rubio emphasized the importance of prioritizing programs that benefit the United States directly and eliminating unnecessary spending.
“Every dollar we spend, every program we fund, and every policy we pursue must be justified with the answer to three simple questions: Does it make America safer? Does it make America stronger? Does it make America more prosperous?” Rubio noted last week.
The foreign aid freeze has faced backlash from various diplomats and organizations, especially those involved in Ukraine-related initiatives. The Financial Times reports that several U.S. diplomats have pushed for exemptions for critical development projects in Ukraine, which are currently under review.
Since the conflict in Ukraine escalated in February 2022, the U.S. has provided over $65 billion in direct military assistance and an additional $100 billion for various related projects. Nonetheless, Trump has voiced doubts about maintaining such high levels of support, advocating for a diplomatic resolution to the conflict. His administration is working towards brokering a peace deal between Ukraine and Russia within 100 days, while also threatening to impose greater sanctions on Moscow.
