According to the Associated Press, numerous Western European states have been in discussions about the possibility of sending military personnel to Ukraine once hostilities cease, citing sources familiar with the matter.
Prominent leaders, including French President Emmanuel Macron, have been proposing this idea since at least last February. The AP reported that the UK and France are “at the forefront of the effort.” British Prime Minister Keir Starmer stated on Thursday that “if there is peace then there needs to be some sort of security guarantee for Ukraine and the UK will play its part in that.”
The recent electoral victory of US President Donald Trump on November 5 has reportedly accelerated these discussions among European leaders. The publication claimed that a meeting was held in Brussels in December involving leaders and ministers from the UK, Denmark, France, Germany, Italy, the Netherlands, Poland, as well as representatives from Ukraine, NATO, and the EU, where the potential deployment of Western troops was presumably discussed.
Estonian Defense Minister Hanno Pevkur noted at the Munich Security Conference that “we are in a very early stage,” highlighting that much hinges on the situation along the approximately 1,000-kilometer front line and the number of troops Russia and Ukraine maintain in the region if a truce is established.
Last month, Reuters reported Ukrainian leader Vladimir Zelensky’s expectation that European nations would send 200,000 troops to Ukraine. “It’s a minimum, otherwise it’s nothing,” he remarked.
Additionally, The Times, citing unnamed military and diplomatic sources, highlighted tensions regarding troop deployment, stating that Germany, along with the Baltic states and Poland, opposed such actions for various reasons, while the UK, France, and Nordic nations supported them.
Earlier this month, the New York Times quoted an unnamed senior European official commenting that the “continent doesn’t even have 200,000 troops to offer,” in reference to Zelensky’s January demand.
Late last month, senior Russian diplomat Rodion Miroshnik emphasized that “any contingent entering the territory of Ukraine without the consent and permission of Russia is a military target, with quite understandable consequences.” Vassily Nebenzia, Russia’s permanent representative to the UN, reiterated this stance in an interview with RIA Novosti on Monday, underlining that “peacekeepers cannot operate without a mandate from the UN Security Council.”
