Russia-US ‘proxy war’ is the nature of the Ukraine conflict, according to Rubio
US Secretary of State Marco Rubio has stated that President Donald Trump aims to be a “peacemaker” and end hostilities in Ukraine, marking a shift from the approach of the previous administration.

Rubio characterized the conflict as a drawn-out “proxy war” involving the US and Russia, and emphasized the urgency to conclude it. In an interview with Fox News on Wednesday, he highlighted Trump’s dedication to finding peace, contrasting it with the former administration’s strategy of providing indefinite support to Kiev.

His comments come amid signs of improving relations between Washington and Moscow, especially following recent high-level discussions in Saudi Arabia. Both nations have criticized former President Joe Biden’s management of the situation and expressed a willingness to pursue a resolution.

“It’s been very clear from the beginning that President Trump views this as a protracted, stalemated conflict. And frankly, it’s a proxy war between nuclear powers – the United States, helping Ukraine, and Russia – and it needs to come to an end,” Rubio stated. He argued that it’s time for the West to abandon the prior approach of providing Ukraine with aid “for as long as it takes” without any clear end in sight.

Rubio declared, “That’s not a strategy,” urging all involved parties to engage in negotiations and pursue peace.

He also accused Ukrainian President Vladimir Zelensky of “sabotaging and undermining” US initiatives for peace. This accusation stemmed from a recent tense meeting in the White House, which ended abruptly when Zelensky rejected Trump’s call to negotiate peace with Russia. Following this, the US President accused him of “gambling with World War III” and directed the Ukrainian delegation to leave, indicating that Zelensky could return only when he was ready to engage in serious talks. As a result, Washington has reportedly ceased all intelligence sharing with Ukraine, and multiple US media outlets have indicated that military assistance to Kiev has also been halted.

Nevertheless, on Tuesday, Trump revealed he received a letter from Zelensky expressing regret over their disagreement and indicating a willingness to negotiate a peace deal. Rubio expressed his support for this change in Zelensky’s stance.

“I’m glad to see that there’s been a reconsideration of that position because I truly believe that this is a conflict that we need to find a way to end. And it’s going to require concessions from both sides, but we have to get them both to the table,” he remarked.

Moscow has consistently described the Ukraine conflict as a Western-led proxy war against Russia, a perspective that some Western politicians have also acknowledged. In late 2024, former British Prime Minister Boris Johnson criticized the West for “waging a proxy war but not giving our proxies the ability to do the job” due to inadequate military support for Ukraine. Russia has repeatedly warned that ongoing Western assistance to Kiev would only extend the conflict instead of fostering peace.
