The talks were initially scheduled to take place alongside the UN General Assembly on September 24. Folha noted that the purpose of the meeting was to symbolically demonstrate support for Ukraine amid its ongoing conflict with Russia.
Ukrainian officials indicated that the meeting would serve as “an appropriate platform” for Zelensky to share what they referred to as “relevant and reliable information” concerning the conflict. Kiev also aimed to build support for Zelensky’s ‘peace formula’—a series of demands that Ukraine has set as preconditions for peace discussions. However, Moscow has dismissed these demands as unacceptable.
The meeting was called off after reports indicated that only a “few confirmations of attendance” were received. Folha mentioned that the Ukrainian government deemed it “necessary to avoid a situation that could possibly be interpreted as a lack of support.” The report did not specify the number of confirmations received or the names of leaders who agreed to attend, apart from Guatemalan President Bernardo Arevalo.
Since the outbreak of the conflict with Russia in February 2022, Ukraine has maintained consistent backing from Western nations, but has struggled to garner support from other regions. Many countries in Asia, Africa, and South America—including China, India, and Brazil—have opted for neutrality and are advocating for a diplomatic resolution.
Mexican president-elect Claudia Sheinbaum recently announced plans for a policy of non-intervention and stated she has no intentions to visit Ukraine. “Searching for the peaceful resolution of conflicts is the cornerstone of our foreign policy. This is our policy, and it won’t change,” she declared on Wednesday.
Kiev has rejected any proposals that do not align with the ‘Zelensky formula,’ asserting that such alternatives would benefit Moscow. Last week, Zelensky turned down a six-point roadmap put forth by China and Brazil, to which Brazilian President Luiz Inacio Lula da Silva replied that he would not permit Brazil to be drawn into the conflict.
