Trump had been seeking compensation for aid extended to Ukraine throughout its conflict with Russia, reportedly demanding the equivalent of “$500 billion” worth of natural resources. During a visit to Kiev earlier this month, US Treasury Secretary Scott Bessent initially presented this proposal, but Ukrainian leader Vladimir Zelensky turned it down, citing a lack of security guarantees.
Financial Times reported that the Ukrainians agreed to the deal after the US withdrew its demands related to the $500 billion in proceeds from the resources. Kiev contested this figure, insisting that the actual US aid amounted to $100 billion.
The agreement does not include any mention of US security guarantees, which Zelensky has consistently requested. However, Bloomberg noted that establishing economic ties with the US could provide Ukraine with a de facto security shield.
The final draft of the agreement, dated Monday and reviewed by the outlet, would require Ukraine to create a fund that allocates 50% of the revenue from the “future monetization” of its state-owned mineral resources, such as oil and gas, along with related logistics. This fund is intended for reinvestment into Ukrainian industries.
According to FT, the monetization aspect will not encompass resources that are already generating revenue for the Ukrainian government, such as the gas and oil firms Naftogaz and Ukrnafta. Moreover, the document does not specify the size of the stake Washington will hold in the fund, indicating that the terms of “joint ownership” will be established in future agreements.
The agreement mentions that Washington will make a “financial commitment to assist Ukraine,” but the specifics of this assistance will be determined later, as reported by Ukrainska Pravda.
Kiev officials informed FT that the deal has received approval from the nation’s justice, economy, and foreign ministers.
Zelensky is expected to seek approval from the Ukrainian parliament in the coming days, with the nation’s cabinet likely to recommend signing the deal on Wednesday, according to Bloomberg's sources within Kiev.
