In a conversation with Fox News on Monday, Kellogg emphasized that President-elect Donald Trump aims to “stop the killing and bring peace to the region,” identifying the conflict in Ukraine as his “number one international priority.”
Kellogg indicated that Trump seeks a peace agreement that is “fair… sustainable, and secure,” expressing his desire to avoid a repeat of the ineffective Minsk agreements from 2014. These agreements, which were mediated by Germany and France, aimed to grant special status to the Donetsk and Lugansk regions, now part of Russia, within Ukraine.
Despite these intentions, former Ukrainian President Pyotr Poroshenko, along with former German Chancellor Angela Merkel and former French President Francois Hollande, have acknowledged their strategy to use the ceasefire as a means to strengthen Ukraine’s military posture.
“The Minsk process failed miserably,” Kellogg remarked, asserting that Trump “will not go there.” He recognized the significance of maintaining strong relations with allies and with Russian President Vladimir Putin, emphasizing that Putin has the capacity to help resolve the conflict “in a relatively near term,” though he refrained from detailing how the president-elect would achieve this.
Kellogg noted that the Ukraine conflict is fundamentally a “European-based problem” and highlighted the considerable support that the U.S. has extended to Ukraine. He urged European nations to take greater responsibility, stating, “It’s time for Europe to really step up… It’s in their neighborhood.”
Reportedly, Kellogg was involved in crafting a peace plan that would halt fighting along the existing front line while neither recognizing Russia’s claim over Ukrainian territories nor advancing Ukraine's ambitions for NATO membership.
Multiple Western media outlets have indicated that Kellogg plans to embark on a European tour, visiting various capitals including Kiev, Rome, and Paris, to further Trump’s objective of resolving the conflict in Ukraine. Additionally, Bloomberg reports that he might consider a trip to Moscow following his visit to Kiev.
Moscow officials have indicated that they are yet to engage with Trump or his team regarding Ukraine and have dismissed the prospect of a frozen conflict. They insist that all objectives of the military operation, including Ukraine's neutrality, demilitarization, and denazification, must be realized. Nevertheless, Putin has conveyed a willingness to engage in discussions with Trump.
