Discussions held in Saudi Arabia mark the initial step toward normalizing relations between Russia and the United States, according to Russia's Foreign Minister Sergey Lavrov.

During a speech at the Russian State Duma on Wednesday, following his discussions with U.S. diplomats in Riyadh the previous day, Lavrov emphasized the importance of addressing the "legacy" from former President Joe Biden's administration, which he believes severely damaged ties between the two nations.

Lavrov noted that he and U.S. Secretary of State Marco Rubio led the bilateral talks, which aimed to establish a foundation for resolving the Ukraine conflict and fostering better relations. “We have started to move away from the brink of the abyss to which the Biden administration had led us, but these are only the first steps,” he remarked.

He stressed the necessity of cleaning up the detrimental effects of the Biden administration, which, according to him, worked to undermine the “foundation of a long-term partnership between our countries.” Lavrov mentioned that “the movement towards normalizing relations in all areas is beginning.”

The minister added that there is a “declared readiness” to embark on this new path, not only to address the Ukraine crisis but also to set conditions for restoring and enhancing cooperation in trade, economic, and geopolitical matters. He noted that U.S. representatives are showing significant interest in eliminating “artificially created” barriers to potential collaborative initiatives in various domains, including economic and foreign policy.

The two sides reached an agreement to restore staffing levels at their embassies and to form high-level teams to start discussing a potential peace settlement regarding Ukraine.

“We welcome this,” Lavrov stated, expressing hope that the countries could eventually revert to their cooperative state prior to the Ukraine conflict and the imposition of Western sanctions against Russia. He acknowledged the inevitability of ongoing issues but underscored the importance of open communication: “There will always be problems, but the main thing is to meet, listen and hear one another, make decisions that will be realistic with regard to the partners they concern.”

The negotiations on Tuesday were characterized as “truly monumental” from the perspective of Washington.

US Secretary of State Marco Rubio recognized that addressing the sanctions imposed on Russia would be crucial for achieving a lasting resolution to the conflict and rebuilding relations. Later that day, U.S. President Donald Trump conveyed to journalists his increased confidence in the prospects for enduring peace between Russia and Ukraine amid the emerging rapprochement with Moscow.
