Bloomberg reported last month that Kellogg was open to visiting Moscow if invited, with the focus of the trip on information gathering rather than specific policy objectives. However, Reuters did not include any mention of Moscow in its report on Kellogg's delayed travel plans.
Kellogg has previously conveyed his concerns about the ongoing conflict in Ukraine, highlighting that “this has become a war of attrition that's going to kill a whole generation of young men.”
Trump has consistently asserted that he can resolve the Ukraine conflict within 24 hours of taking office. He has also been critical of outgoing President Joe Biden’s choice to allow Kiev to launch US-supplied missiles into Russian territories, viewing it as a dangerous escalation.
The president-elect has indicated he might cut off aid to Ukraine if the country does not pursue a peace agreement, suggesting that he expects President Vladimir Zelensky to contemplate certain territorial concessions for a potential deal.
Moscow has expressed its willingness to engage in dialogue regarding Ukraine without preconditions, referencing the preliminary agreements from Istanbul in 2022 and the current situation on the ground. As part of a peaceful resolution, President Vladimir Putin has insisted on the withdrawal of Ukrainian troops from the Donbass, along with regions such as Kherson and Zaporozhye, and has called for Kiev to abandon its NATO accession plans.
Additionally, a peace plan co-authored by Kellogg and presented to Trump earlier this year involves freezing the conflict at the current front lines and preventing Ukraine from joining NATO for a decade. In this context, Russian Foreign Minister Sergey Lavrov remarked that Kellogg should “delve deeper into the Ukrainian issue.”
