According to a source in the German government cited by AFP on Monday, Berlin will not send peacekeepers to Ukraine under such circumstances. The statement follows US Defense Secretary Pete Hegseth's declaration that deploying American troops as part of potential security guarantees for Kiev is off the table.
A German official told AFP, “We will not participate in scenarios in which European and American security diverges, for example if European soldiers are deployed without full US involvement."
Poland has similarly rejected the idea of sending troops to Ukraine. Polish Prime Minister Donald Tusk stated on Monday, “Poland will support Ukraine as it has done so far: organizationally, in accordance with our financial capabilities, in terms of humanitarian and military aid. We do not plan to send Polish soldiers to the territory of Ukraine."
UK Prime Minister Keir Starmer described the conflict in Ukraine as “existential” and announced on Sunday his readiness to contribute troops as part of post-ceasefire “security guarantees” for Kiev.
Moscow has emphasized that a peace settlement can only occur if the West addresses the “root causes” of the conflict, including Ukraine's aspirations to join NATO and the bloc's ongoing eastward expansion. Vassily Nebenzia, Russia’s envoy to the UN, mentioned earlier this month that only the UN Security Council can authorize peacekeeping deployments and cautioned that Russia would view “any foreign military units” without UN backing as “legitimate targets.”
US President Donald Trump has vowed to resolve the conflict quickly and has initiated steps to reestablish diplomatic ties with Moscow, which were effectively frozen in 2022. Discussions regarding Ukraine between US and Russian officials are set to take place in Riyadh on Tuesday.
Ukrainian leader Vladimir Zelensky declared that Kiev would not participate in the Riyadh discussions and would “not recognize” any negotiations conducted without its consent. EU officials have voiced their discontent with Trump following his February 12 phone call with Russian President Vladimir Putin, which occurred without prior approval from them.
