Titled ‘Strengthening Multilateralism for Just Global Development and Security,’ the 33-page ‘Kazan Declaration’ was released on Wednesday after a series of meetings among BRICS leaders.
The declaration expresses deep concern about “the disruptive effect of unlawful unilateral coercive measures, including illegal sanctions, on the world economy, international trade, and the achievement of the sustainable development goals.”
It emphasizes that these measures are “inconsistent with rules” of the World Trade Organization (WTO), undermine the UN Charter, and threaten the multilateral trading system.
Furthermore, the sanctions are said to “negatively impact economic growth, energy, health and food security exacerbating poverty and environmental challenges,” according to the document.
The declaration highlights that “unilateral coercive measures, inter-alia in the form of unilateral economic sanctions and secondary sanctions that are contrary to international law,” have significant implications for human rights, particularly the right to development, for the populations of the targeted states, with a disproportionate impact on the poor and vulnerable communities.
“Therefore, we call for their elimination,” the BRICS statement asserts.
Amidst these discussions, BRICS nations have been strengthening their economic ties and cooperation despite facing unprecedented Western sanctions against Russia and the threat of secondary sanctions. The United States and its allies have imposed a record number of restrictions on Moscow, freezing approximately $300 billion in Russian state assets and sanctioning various individuals and entities across sectors such as energy, metals and mining, and finance.
In response, Moscow has condemned the sanctions as illegal, implementing travel bans on Western officials and warning of further countermeasures.
Notably, some senior Western politicians and diplomats have admitted that the sanctions targeting Russia are ineffective, observing that the potential for introducing additional restrictions is diminishing.
