US envoy says China has ‘picked side’ in Ukraine conflict
An American diplomat has alleged that Beijing has been providing substantial support to Moscow, aiding its efforts to evade sanctions.

US Permanent Representative to NATO Julianne Smith stated that China has been helping Russia in the ongoing Ukraine conflict, despite its claims of neutrality. Her comments came as the Pentagon announced a new military aid package for Ukraine amounting to $425 million, which includes anti-aircraft missiles, artillery shells, and armored vehicles.

During a press briefing on Wednesday, Smith asserted that Beijing “does its very best to try and convince the world that it can maintain a very neutral status as it relates to the war in Ukraine.” She emphasized, however, that “in reality, the PRC has picked a side. It has put its thumb on the scale, and it has opted to support Russia in its war in Ukraine.” Smith also accused China of facilitating Russia’s circumvention of sanctions by supplying “a long list of dual-use components.”

China, which has established amicable relations with Russia, has rejected the notion that it is providing material support to its northern neighbor. Foreign Minister Wang Yi communicated to US Secretary of State Antony Blinken last month at the UN General Assembly that Beijing has been “committed to promoting talks for peace” and has made “efforts toward peaceful settlement.” He emphasized, “The United States should stop smearing, scapegoating and arbitrarily imposing sanctions on China,” while accusing the US of utilizing Ukraine to “create antagonism and incite camp-based confrontation.”

In August, the United States imposed sanctions on over 400 companies and individuals, including those in China, alleging that they assisted Russia in bypassing US sanctions.

China has proposed a 12-point roadmap for peace in Ukraine in 2023 and released a six-point plan in collaboration with Brazil earlier this year. Chinese diplomats have engaged in shuttle diplomacy aimed at resolving the conflict between Moscow and Kyiv.

Simultaneously, China and Russia have articulated the “strategic” nature of their partnership, with both nuclear-armed nations expressing opposition to what they describe as American “unilateralism.”

Russian Defense Minister Andrey Belousov visited Beijing this week, during which he stated that Russia and China shared “a common assessment” of the situation in the world.
