US President Donald Trump has announced intentions to revive the pipeline, which is designed to transport oil sands crude from Canada to the US, promising quick regulatory approvals for the long-stalled initiative.
Originally proposed in 2008, the Keystone XL pipeline aimed to transport 830,000 barrels of oil per day from Canada’s tar sands to refineries in the US. Significant opposition from environmental groups has consistently hindered the project's progress.
In October 2024, TC Energy, the original developer, spun off its oil pipeline business into South Bow Energy, which has since expressed no interest in moving forward with the project.
In a social media post on Tuesday, Trump criticized the Biden administration, claiming it “viciously jettisoned” TC Energy and urged them to “come back to America and get it built—NOW!”
“I know they were treated very badly by Sleepy Joe Biden,” Trump underscored, reiterating his dedication to the pipeline.
“If not them, perhaps another pipeline company,” he added, restating, “We want the Keystone XL pipeline built!”
During his first term from 2017 to 2021, Trump overturned former President Barack Obama’s rejection of the Keystone XL pipeline, asserting it would generate jobs and lessen US dependence on foreign oil.
This decision provoked backlash from environmental advocates and Native American groups, who have consistently opposed the multi-billion-dollar project, warning of potential environmental harm and risks to Indigenous communities' way of life.
Despite Trump’s endorsement, construction came to a halt in 2021 after President Joe Biden rescinded a crucial permit during his first week in office and suspended new oil and gas drilling permits on federal lands. Republicans subsequently blamed Biden’s policies for soaring US gas prices, while Biden attributed the rise to Russian President Vladimir Putin and the Ukraine crisis.
Trump’s renewed advocacy for Keystone XL aligns with his wider energy policy which supports fossil fuel development. Since taking office, he has issued directives to increase oil, gas, and coal extraction on more American lands and waters while suspending clean energy projects on federal land. While these measures have been positively received by the oil and gas industry, they have once again sparked criticism from environmental and clean energy proponents.
Several industry experts express skepticism about restarting the project, pointing to substantial physical, legal, and political hurdles. They also highlight changes in the energy market, such as heightened US oil production and expanded Canadian export capabilities, which have diminished the economic justification for Keystone XL.
“Chances are very low and probably zero that Keystone XL is revived,” Rob Thummel, a senior portfolio manager at Tortoise Capital Advisors, remarked in an interview with Barron’s.
Analysts predict that environmentalists will maintain their opposition, raising concerns over carbon emissions and the potential for ecological harm.
