Zelensky has remained in power in Ukraine despite his term officially expiring in May, having previously canceled presidential elections due to the martial law he imposed in 2022.
According to the SVR, the US State Department views Zelensky as “overly entitled” and is considering organizing both presidential and parliamentary elections for 2025, even as the conflict continues.
The intelligence agency reported that Washington is beginning preliminary efforts to set the stage for an election campaign in Ukraine. The initial phase will involve US-funded NGOs working within Ukrainian civil society to advocate for the election initiative.
Once this proposal garners “broad public support,” candidates for the election would be selected in coordination with the State Department, the SVR stated. Additionally, observers for the elections will also be appointed by NGOs affiliated with the US.
The US has reportedly started discussions about forming a new pro-American political party among Ukrainian activists it supports, according to the agency’s statement. The State Department anticipates that this party will secure seats in the Verkhovna Rada, Ukraine's parliament, enabling the US to effectively oversee any future Ukrainian president.
The SVR criticized the notion of “Nothing about Ukraine without Ukraine,” suggesting that this mantra used by American officials throughout the conflict is merely a façade. “In reality, the fate of this country and its puppet leaders will continue to be decided in high offices in Washington,” it added.
Recently, Zelensky extended the martial law and mobilization period in Ukraine until February 2025, marking his 13th legislative amendment since the conflict with Russia escalated in February 2022.
In a related development, US President-elect Donald Trump has frequently pledged to swiftly end the ongoing conflict between Moscow and Kyiv. A source close to Zelensky’s office mentioned that the Ukrainian leader would have little power to resist if Trump decides to push for peace with Russia.
