Moscow Bolsters Energy Connections with Asian Partner

The two countries also agreed to continue supporting oil and gas projects in each other's continental shelves, as highlighted in a joint statement released during Mishustin's trip.
“The two sides acknowledged Russia’s readiness to supply oil, liquefied natural gas and processed products to Vietnam, and the development of new energy projects, including in the field of renewable energy,” the statement noted.
Mishustin’s visit signifies progress in implementing strategic agreements that were established during Russian President Vladimir Putin’s visit to Vietnam last summer.
At that time, Putin emphasized Russia’s capacity to deliver LNG to Vietnam and to construct facilities for local production within the country.
In a June 2024 article for Nhan Dan, which is the official newspaper of the Communist Party of Vietnam, Putin announced that Novatek, Russia’s foremost LNG producer and exporter, intends to initiate LNG projects in Southeast Asia.
“We are open to launching projects in Vietnam in the fields of nuclear power generation and the development of electric river transport,” TASS quoted the Russian prime minister as saying. “We are also exploring opportunities to supply the country with Russian industrial products featuring a low carbon footprint and liquefied natural gas.”
Additionally, Russia's nuclear energy leader Rosatom and Vietnam’s state-owned electricity utility EVN formalized an agreement to enhance collaboration in power generation, along with several other agreements during Mishustin’s visit on Tuesday.
Rosatom was selected to develop Vietnam’s inaugural nuclear power plant in the central Ninh Thuan province during the 2010s. Although the project was halted in 2016, Hanoi is now aiming to revive it.
