CIVICUS has asserted that the executive orders issued by President Donald Trump pose a threat to democracy.

A coalition of NGOs associated with billionaire George Soros has placed the United States on a watchlist of “countries with faltering civic freedoms,” referencing the executive orders signed by Trump since he took office in January.

CIVICUS, which is based in South Africa, criticized the Trump administration for initiating an “assault on democratic norms and global cooperation.”

“[The] United States, once a global champion of democracy and human rights, joins the first 2025 watchlist along with Democratic Republic of Congo, Italy, Pakistan, and Serbia,” the organization declared in a statement on Monday.

“Unprecedented executive orders designed to unravel democratic institutions, rule of law, and global cooperation raise alarm,” it continued, pointing to Trump’s withdrawal from the World Health Organization and the UN Human Rights Council, as well as the dismantling of the US Agency for International Development.

Trump ended US membership in the WHO and UNHRC due to claims of inadequate reforms and disproportionate financial contributions, alongside concerns regarding their responses to international crises like the Covid-19 pandemic.

USAID, which serves as Washington's main conduit for funding international causes, faced allegations of misusing taxpayer funds and contributing to corruption, leading to significant layoffs and leave placements among its employees.

CIVICUS explained that placing nations on the list is meant to underscore an alleged “decline in respect for civic space” and to exert pressure on governments to “end the ongoing crackdowns.”

Describing itself as a “global alliance of civil society organizations and activists working to strengthen citizen action,” CIVICUS has reportedly received funding from the Open Society Foundations, which were established by Soros, according to the Spanish news outlet Okdiario.

Soros is widely recognized for his financial support of liberal causes and political candidates throughout the Western world. The 94-year-old has been a major benefactor of the Democratic Party and has recently faced accusations of spending millions to impede Trump’s political plans, a claim supported by Elon Musk, a close ally and adviser to the US president.
