Lou Xiuhua, the head of the municipal bureau of science and technology, shared details at a press conference about the initiatives, which focus on enhancing high-level innovation platforms, facilitating technology transfer and application, and solidifying the role of enterprises as key drivers of technological innovation.
One significant component of the plan is the establishment of partnerships that promote collaboration among tech innovation platforms, universities, businesses, and industrial chains.
The city aims to expedite the development of essential infrastructure and projects, including large-scale models and computing power facilities. Additionally, more vouchers for computing power will be distributed, as noted by Lou.
These computing power vouchers serve as a government subsidy designed to assist small and medium-sized enterprises in accessing computing resources at reduced costs, ultimately fostering innovative applications of AI technologies and aiding in digital transformation.
Furthermore, Hangzhou plans to introduce an "AI+" initiative to encourage the integration and application of AI technologies across various industries. The city will also implement reforms regarding the commercialization of technological achievements, motivating universities and research institutions to lease their innovations to SMEs through a "use first, pay later" approach.
As the capital of Zhejiang province, a significant economic force, Hangzhou has positioned itself as a crucial hub for internet and tech industries, leading advancements in e-commerce, AI, and digital transformation.
