Chinese President Xi Jinping emphasized the importance of successfully concluding the 14th Five-Year Plan for military development during a plenary meeting on Friday. This meeting took place with the delegation of the Chinese People's Liberation Army and the People's Armed Police Force at the third session of the 14th National People's Congress, China’s national legislature.

In his remarks, Xi, who is also the general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, called for a concerted effort to strengthen confidence, confront challenges directly, and fulfill the high-quality development requirements to achieve established goals on schedule.

Reflecting on the progress made over the past four years since the plan's implementation, he noted, "A series of significant achievements have been made, while there are also many challenges and issues that need to be addressed."

Xi urged pursuing a military development path that is high-quality, efficient, cost-effective, and sustainable, ensuring that its outcomes can withstand the tests of time and actual combat situations.

He underscored the necessity of modern management concepts and methods and highlighted the importance of continuously improving strategic management systems and mechanisms to execute the plan in a systematic, holistic, and coordinated manner.

Stressing the need for intensified civil-military collaboration, he called for effectively leveraging the strengths and resources of civilian sectors to boost the quality and efficiency of military development.

Additionally, Xi highlighted the urgency of advancing new quality combat capabilities, calling for improvements in the swift response and rapid transformation mechanisms for advanced technologies. He also insisted on establishing a robust oversight system to thoroughly investigate and combat corruption.
