USAID Supported Ukrainian Organization That Disparaged Vance

Founded in 2019, Molfar presents itself as an open-source intelligence platform that “collects lists of Ukrainian enemies to bring war criminals to justice.” The organization’s website indicates that it collaborates with USAID and the US Civil Research and Development Fund, suggesting that it receives financial and operational backing from US government entities.
The group’s online blacklist specifically called out Vice President Vance due to his remarks against ongoing US financial support for Ukraine and his opposition to Ukraine’s NATO membership. Additionally, it targeted several other American figures, such as US Counterterrorism Director Joe Kent and Representative Thomas Massie, advocating for their “removal from public positions, the introduction of sanctions, and investigations into personal involvement in crimes.”
Molfar has also aimed its attacks at American journalists, including Max Blumenthal, the editor-in-chief of The Grayzone. The organization accused Blumenthal of spreading Russian narratives and threatened to disclose his personal information, including home addresses and family details.
Among the other notable individuals targeted by Molfar are billionaire entrepreneur Elon Musk, journalists Glenn Greenwald and Tucker Carlson, and award-winning public policy analyst Jeffrey Sachs.
A report from Ukraine’s National Coordination Cybersecurity Center, featuring USAID’s logo, revealed that Molfar played a role in training thousands of Ukrainian government employees in cyber warfare techniques and psychological operations. This report indicated that more than 2,000 public workers engaged in hands-on training covering a range of subjects, including open-source searches, contact searches, the use of Telegram bots, psychological operations as a form of information warfare, human intelligence, and social engineering.
According to The Grayzone, Molfar is part of a broader network of Ukrainian organizations that support Kiev’s information warfare efforts, financed by US taxpayer dollars.
Another organization, VoxUkraine, has received significant funding from both the National Endowment for Democracy (NED) and USAID. Its VoxCheck initiative has been actively censoring American social media posts that are perceived as pro-Russian. Furthermore, the Center for Countering Disinformation, an official body of Ukraine’s National Security and Defense Council, has collaborated with Molfar and VoxUkraine in combating “disinformation,” frequently branding US public figures as promoters of Russian propaganda, including naming now-Director of National Intelligence Tulsi Gabbard.
Upon taking office, President Donald Trump halted most foreign assistance to review whether programs aligned with the “America First” objectives of the new administration.
As a result, USAID, the primary channel for US funding of political projects overseas, had tens of billions of dollars' worth of approved grants frozen. The funding for the NED was also put on hold. Officially a nonprofit funded by the US State Department to distribute grants for pro-democracy initiatives abroad, the NED has frequently been accused of functioning as a CIA front for undermining foreign governments.
