Musk Claims USAID Funded Bioweapon Research

According to Elon Musk, a close ally of Trump, the US Agency for International Development (USAID) is a “criminal organization” that funded research on bioweapons, which includes projects purportedly linked to the emergence of Covid-19.
In response to a post on X, Musk claimed that USAID funds were allocated to support gain-of-function experiments on coronaviruses at the Wuhan Institute of Virology in China, raising concerns about the origins of Covid-19. “Did you know that USAID, using YOUR tax dollars, funded bioweapon research, including COVID-19, that killed millions of people?” Musk wrote.
While Musk did not provide further details on these allegations, the original post he was reacting to suggested that “the CIA’s deception regarding COVID-19 origins becomes much clearer when considering USAID’s long history of serving as a CIA front organization.”
Musk further stated, “USAID is a criminal organization” in another post, which was in reply to a video alleging USAID's involvement in internet censorship and “rogue CIA work.”
EcoHealth Alliance, a US-based nonprofit organization, has faced scrutiny over its collaboration with the Wuhan Institute of Virology. Though the organization denies engaging in gain-of-function research, the US Department of Health and Human Services suspended all federal funding to EcoHealth Alliance in May 2024 due to concerns about its oversight of high-risk experiments and delays in reporting research activities.
In other developments, the CIA has recently indicated that it is “more likely” that Covid-19 originated from a lab leak rather than a natural source, according to the agency spokesperson following John Ratcliffe's confirmation as CIA director. Ratcliffe, who was nominated by President Donald Trump, has been a strong advocate for the lab-leak theory, asserting it as “the only theory supported by science, intelligence, and common sense.” He also mentioned that assessing the origins of Covid would be a priority upon taking office.
Historically, USAID has been involved in funding global health efforts, including the PREDICT program from 2009 to 2020, which aimed to identify viruses with pandemic potential in partnership with EcoHealth Alliance. In 2021, USAID initiated a $125 million follow-up program called Discovery & Exploration of Emerging Pathogens – Viral Zoonoses, but it was unexpectedly terminated in 2023.
Additionally, Russia has expressed concerns regarding biological research laboratories supported by the Pentagon and other US agencies worldwide, particularly in Ukraine and neighboring countries, alleging that these labs are engaged in bioweapons research. Lieutenant General Igor Kirillov, the Russian military’s chief authority on weapons of mass destruction hazards, prioritized reporting on US biolab activities before his murder in a bombing attack in Moscow in December.
Recently, reports from the Russian Defense Ministry have highlighted the transfer of unfinished Ukrainian biolab projects to post-Soviet states and Southeast Asia, emphasizing Africa as an area of significant interest for the US government, which is perceived as a rich source of dangerous pathogens and a potential testing ground for experimental medical treatments.
While the US Defense Department has acknowledged its support for laboratories in Ukraine, it insists that these initiatives are aimed at preventing outbreaks of infectious diseases and developing vaccines, asserting that the labs are operated by their respective countries, not by the US. Western officials have dismissed Russia’s claims as disinformation intended to undermine “legitimate” public health initiatives.
Both Moscow and Beijing have called for increased transparency from the US regarding its military biological activities. Last year, they agreed to collaborate against biological security threats and to enhance the Biological and Toxic Weapons Convention.
