Media reports: Germany requested Israel to agree to a 'genocide clause'
Germany's foreign and economy ministers have reportedly "blocked" the delivery of weapons to Israel.

The country has insisted on receiving a written guarantee from Israel that the arms will not be utilized to target civilians in Gaza, according to media outlets affiliated with Germany's Axel Springer publishing house.

Since March, Berlin has not approved any arms sales to Israel, continuing to block deliveries while affirming that the Jewish state is not under an embargo, as reported by PMG on Monday, corroborating details from the German tabloid Bild.

Bild reported that Foreign Minister Annalena Baerbock and Economy Minister Robert Habeck were behind the decision to "block new deliveries." The prominent members of the Green party are said to have sought assurances from Israel regarding the use of the weapons against civilians in Gaza.

“The Israeli government must give the German government a written assurance that arms exports from Germany will not be used for genocide,” Bild cited sources from government and defense circles as stating. Reports indicate that West Jerusalem provided the necessary assurances on Thursday.

German law prohibits the delivery of weapons to nations where there is a risk they could be employed against civilians.

“Arms deliveries to Israel are about compliance with the rules of international humanitarian law,” an insider informed PMG. “The reason for requesting such a commitment is that a German administrative court could otherwise put a stop to it.”

The report has led to criticism from opposition parties and members of the ruling Free Democratic Party, with various politicians urging the Greens and Chancellor Olaf Scholz to clarify the status of weapons exports.

“Scholz, as the chairman of the Federal Security Council, also bears responsibility here,” said Friedrich Merz, the leader of the Christian Democratic Union, to Bild.

Baerbock has openly supported Israel's right to self-defense but emphasized in a recent speech that “international humanitarian law and Israel’s right to exist are inextricably linked.”

Israel has faced accusations of targeting civilians indiscriminately in Gaza, where over 42,000 Palestinians have reportedly died since hostilities erupted between Hamas and Israel in October 2023. The Israel Defense Forces have refuted claims of genocide, calling them “absurd,” and argue that Hamas is using Palestinian civilians as human shields.
